Restructuring causes fear; fear causes paralysis
Restructuring feels like a direct attack on people's stability and it makes employees feel very unsafe or even betrayed. There may be a great deal of industrial logic, but the rationale will at first not sink in. Your employees will need time to adjust and it is up to leaders in the company to provide sufficient attention and empathy to make sure people remain calm enough to hear the story.
Bad news does not get heard. The message needs to be repeated and presented in a number of different ways. Communication is not just sending your message, however, you will need to do a lot of listening.
